Standard Version Scripting?
I'm new to Anime Studio, so sorry if I'm wrong.
I noticed that in the Studio directory there is a scripts folder. If I have the standard version of AS5 can I still use new tool scripts by copying the .lua files and icons to the folder and then adding the tool's name and parameters to the _tool_list txt file?

You are perfectly free to install any of the modified tools just as you asked. You are not modifying anything in AS. You are just adding a 'plugin' so to speak. That's all any of the scripts really are.
The only scripts lacking from AS standard are the menu scripts. You can still add any free menu scripts posted here, you just have to use them as tool pallette buttons, since there's no script menu in standard. (Doing so with some scripts will make it run twice on Windows, but you can just cancel the second run)
The only thing legally questionable would be if someone shared the LM menu scripts for use in this manor. But if someone wanted to go making superficial changes to these, that may be another matter. Many of the existing free scripts are based directly off of the LM scripts.
But I wouldn't worry at all about using the modified tool scripts. Hell, I could hardly use AS without them.

Can a script look at data in a file and then create keyframes? It seems like someone could then write a seperate program to make actions, or maybe even a graph editor. You could then work out stuff in that program, have it save its data, and then click the script's button in AS5. I don't know much about programming, but this would get around pretty much all of the standard version's limitations.
Playing around with 3D is fun, but dropping a dimension gets things done!

If you're that poor you should really think about looking into open source programs. Blender, Synfig, etc... As far as animation software goes, you can't do any better on price than AS. The price of ASP is comparable to Toon Boom's cheapest version.
I think I can safely say that you're SOL on getting a scripter to help you out. A large part of the joy of scripting is creating new functionality. Recreating the old is boring, at best.
You best bet is to learn to work around the limitations of Standard, until perhaps you can afford the upgrade. There is absolutely NO incentive for anyone to try to expand the functionality of Standard to emulate Pro.
Makes me wonder if, for example, people go asking Adobe scripters if they can script PS8 functionality into PS Elements.
