Cartoon Network is owned by Turner Broadcasting, which is a division of Time-Warner. If you have a finished pilot, you may want to put together a Press kit:

Glossy 2 pocket folder

7-10 still photos from the feature (use the best ones).

A couple of photos of you in action- drawing a character, recording the sound, etc.

A short synopsis of the story.

Short biography of you.

Brief story of making the feature.

A promotional gift- a pen or key ring or something like that.

Don't limit yourself to one network. You'll probably have to make the sales pitch to more than one buyer. Expect to get a lot of "no's" before you get the "yes." Some people are fortunate enough to sell to their first call, but that's the exception rather than the rule.

My strategy is to finish my pilot film, and then present it at a major film festival. I'll be sending a press kit to major distributors and try to encourage the reps to come see the screenings and then try to get a contract that way.

Try sending your press kit to:

Warner Bros.
4000 Warner Blvd
Burbank CA 91522
818-954-6000
www.warnerbros.com

A list of other major distributors is found on pp 46-47 of From Reel to Deal, by Dov S-S Simens.

BTW I've only read this stuff in books. I certainly welcome advise from anyone with real-world experience.
