Looks better.
The eye brights should be upper in the eyeball, according to the shadows of the eyelids over the pupils.

It looks better, reminds me of the little mermaid for some reason

Heheh, hard to make something that looks good and is really original, that character has a definitive Disney feel to it.

Just a guess, but:
the skin, eyelids, and chin shadow needs to be more rosy
the irises should be lighter in color and less saturated
the hair should be vastly less saturated

You asked about outline color. I like to use a slightly darker shade of the fill color on my drawings. I only use black outlines on rare occasions.

Yeah, the technique has a name, cant remember it, good advice, thanks!
Now I am looking at the way she should be dressed, maybe a long skirt I could use to devellop a god cloth rig.

With that gradient on the face the rosy cheeks look a little more bruise than blush. Maybe lighten them a bit? Also the new hair looks a bit matronly.
