A second vote for Paint.net. Wicked cool. I don't have photoshop for the PC and can't afford two licenses. Paint.net fills the bill and is a bit easier to use than the Gimp in my opinion.
I've just started downloading some of the "plugins" or "effects" that people create for Paint.net. If you install it and are disappointed about a lack of features don't worry, there's a bunch of stuff out there you can add in.
It isn't a "Photoshop Killer" but it isn't half bad either.

The Paint.Net Application is great for making backgrounds.....
Plus the Paint.Net community is always making new plugins.....
I love the fire effect plugin from the Paint.Net drawing software....
No need for me to buy Photoshop any more...

They all have pro's and cons , paint.net is nice but no blend brush and you have to paint slo for smoother lines.
SAI is more advanced various blending functions but not free - Japanese Yen and interface a little boggy.
Gimp is FREE and very nice some interface issues and could have more brush functions but is a must have app and I cheer the dev team .
Gimp has the best exporter and some really great tools alpha from colour being one of my favourites, superdooper.
There's also dogwaffle also free, I haven't tried that for some time though.
The expensive ones.
Photoshop is the most professional but has some boring brush and colour chooser issues yawn I haven't got all day but extended will allow painting on obj and other wonders.
Painter is the best to IMHO by far, for painting and has finally got the PNG support that it so badly needed in fact it looks like version 11 is the kickass answer to all and the upgrade isn't as bad on bucks as it used to be with heaps of new features.
For sure I am upgrading first chance I get.I have a few versions of this great app even a very old one which also allows for obj painting through multiple channels from way back in the 90's- chew on that adobe! Alas discontinued as fallout of corporate takeover, but works even better than ever on vista with a newer computer.
