One of the new features touted in AS 6 is its ability to keep track of how the windows are sized and while that is *mostly* true (it doesn't work on the main window on a dual monitor setup if you enlarge it to fill that window, exactly as the old one didn't) what it doesn't do is remember which Windows you've actually selected. So it kind of remains moot as to whether it remembers how they are sized if they aren't displayed.
Try this -- turn on actions and size it accordingly. Save your file, exit and when you reload Actions will be turned off (again, exactly like the old AS behavior). Now, when you DO enable Actions it will remember how it was sized, but it really ought to remember that it was selected and open.
