why cannot import character after the background?

hi everyone, i'm new in anime studio, i'm facing a problem which is when i import the charactor after background, the background will block my character n i only able to see my character's bone.

Learn how to change the layer order in frame #0. Bottom: visible behind everything else. Top: visible in front of everything.
