reorder layers in "offset bone"

Whenever I use the "offset bones" tool to put together my character, the wrong layers always end up on top. When I try to put the layer with the parent bone on top of another layer, it ends up moving the whole character. Is there any way I can reorder the layers?

You may need to be a bit clearer here. Have you made separate layers for different parts of the character, like a layer for the body, layers for each limb, or is the entire character on a single vector layer?

yes, all of the body parts are on seperate layers
