Window docking

Is it possible to customise the docked position of windows? I just read through Selgin's tips on workspace but this requires hotkley/click/drag...

What I would like is to be able to set Style to the left and Tools&Layers to the right with full-width timeline across the bottom. AND... not only but, the old ver5 hotkey on/off.

My preferred layout can be set using 'float' but then my question would be:

Is there some way to override the window hotkeys?
It currently toggles: float/dock
I would like it to toggle: float/OFF

Any ideas?
