Newbie needing help with attaching a particle to a vector

I am doing an animation and I have a particle effect that I need to attach to a vectored image. Basically, it's a staff with energy coming out of it. I need the energy to stay with the end of the animated staff when it moves. I cannot seem to figure out how to bind the particle effect to the staff layer.
I'd appreciate any help at all.

if you have AS pro then you can create a group and use that to move them together. if you don't have AS pro open one of the pre-made objects that has a group (i know the lenny figure has one) and just use that

Bone layer are groups too.

But you can also attach a particle layer to a bone and use that bone to move one single point if needed. So even attach a particle layer to a single point of a vector layer is possible if you use a bone as interface.

Awesome guys. Thank you much. I did however run into a strange thing with the particle effect. After attaching it to the staff, I move my character across the screen, and I have one particle that comes to rest 5 seconds after the main system comes to rest. Not sure what I did wrong, but there are no extra keyframes or anything. I just did a layer move for my main character layer from one keyframed spot to another. The particle comes in after the character stops
