fade in and fade out layer? and rack foucs effect???

is there any way to fade in or fade out a specific layer?

also, other than changing the radius blur option of the layer, is there better way to blur the background/foreground in order to fake the camera focus effect? And is there anyway to shift the blurred area from one layer to another smoothly just like the effect of a rack focus?

Fades are done with the opacity settings of a layer.

Focus effects are built-in. See preferences: focus range and everything is there, 3D camera must be enabled to take effect. You need to place layers at different Z values and move the camera in and out to get your desired effect.

Note that all these effects are only visible after rendering.
