Frontal fatman

I like the changes to your sheriff character design! It looks great. As for the body shape, everyone's is different. Some people might carry their fat in the front stomach, and others might have it more evenly distributed all throughout the body. Others might have heavy limbs and small body. Some people carry fat in their necks and faces, others have skinny faces and necks. So if you use more than one reference, it will help to stick with similar body shapes.
It definitely gets better. Some details:
The inner line of each arm shouldn't go up that much. Maybe you should blend it into the vest line. (Shirt sleeves have the biggest circumfence at that point for a reason: not only to easily get in, but also to allow for unrestricted movement. Your shirt sleeve seems to have the wrist circumfence at the shoulder, so how is he supposed to get his arm in?)
You can accentuate the belly with the belt: make it more curved, lower in the middle, maybe a bit higher at the hips. You could adjust the curve at the sides a bit, giving him nice love handles.
The vest: the upper part of it right now gives the impression of two separate flaps which don't meet in the back. The two lines next to his neck should be curved to the inside, indicating a horizontal connection on his back. Also the two lines on his axles should be orientated towards his head, not to the outside, for the same reason. Think of a balloon printed with plaid: the lines widen in the middle but narrow on the corners. Last would be his "decoletée": remember he is fat, so his body will always force its way out of clothing. This should be visible at the buttons and at the upper rim of the vest.
I did something with the face as well, it's up to you how he will look in the end.

Also, part of his belt buckle would likely be covered by his belly, or pushed forward at an angle.
I still think it would look more volumetric if his torso were slightly rotated to one side or the other. That way, you could see the contour of his belly more easily from the curve of his vest closure.
