Now, simultaneously, I came across a new Photoshop filter from Mehdi:

I have posted about Mehdi before, but I have not been using his filters as much as I expected to. This is no reflection on the usefulness of the filters, mind you--I just haven't adopted them into my pipeline.
Medhi's new filter is called "Flat Median." I felt that this had some potential in "tooning" or "cel shading" images, and today I used it as the first in a long filter pipeline on some photos from
