Can I get the backgrounds to change from one to the other or do I have to make separate scenes and put them together?

you could work everything in just one scene, it's just not too comfortable.
however, backgrounds are just layers (just like any character or object), you can have several in one scene, you can move them, make them invisible, turn, animate, whatever you want.
