How do I import scenes at a designated point in the time line?

You can't. Anime Studio is a character animation program, not a video editor.
There are workarounds, though. Such as using layer visibility, layer translation, and camera motion. You import the layer and keep it invisible until you need it, or you put it outside the frame with either layer translation, or using the built-in camera.
Those involve a lot of work, though. I think it is more productive to create only one scene per file, reuse your characters, and use a lot of files. It is much easier to do revisions also, because you only have to revise small files, instead of a file that contains your entire project. Use a video editor to combine the scenes.
