kayak paddle

Can someone tell me the best way to set up the character with a kayak paddle? I.e., should the paddle be a separate layer, should it be drawn in the same layer as one hand or the other?

How can I answer that if you don't tell us from which perspective we're going to see it?

you see the kayak with the person inside/atop with the face towards the viewer. THe viewer will mostly see the left side of the paddle.

This is very complicated and still not clear what the angle is. with even a slight 3/4 view the paddle, hands, and possibly part of the arm will have to be in front of AND behind other elements at different points in the animation.

I would put each of those elements on separate layers. With animated layer order you can have those layers change order to simulate the paddling. Do the motion of paddling a kayak in front of a mirror to use as a reference.
