Can't add new bones

Can't add new bones

Okay, so I've looked through the tutorials and followed their instructions to the dot over 10 times but the only bone tool that I can click on is 'Select Bone'. I can't add a bone like the tutorial said I could if I followed those instructions.
Lets give Frank some bones to make him easier to animate. In the Layers window, click the new layer button . In the popup menu that appears, choose "Bone". Rename this new layer "Skeleton", and drag the Frank layer upwards "into" the Skeleton layer. This step is very important - you will know that you're dragging the Frank layer to the correct place when the Skeleton layer becomes highlighted. Finally, click the Skeleton layer to make sure it's active. When this is done, the Layer panel should look like this:

Make sure the layer "Skeleton" is selected in the Layer panel. While holding down the Alt key, click the eyeballs icon on the left side of the Skeleton layer to temporarily hide the other layers.

Finally, use the Pan and Zoom tools to zoom in on the contents of this layer. Your window should now show something like this:
Those were the instructions and I followed them exactly, but it won't let me add a bone, only select a bone (which by the way there is no bone to select).

Can anyone help? I'm new at this. ><;;

Finally, click the Skeleton layer to make sure it's active.
Uh...make sure the 'skeleton' layer is a bone type layer (has a bone icon on it). Make sure you have a bone layer selected.

If these fail, make sure you're on frame zero. You cannot create bones on any other frame.

If this tutorial's giving you trouble,.......well, good luck.

I did do the first two things, but I didn't know about the second thing. Apparently the tutorial thought to leave that part out. Thanks a bunch. x3
