To make it the best...

All the drawing capabilities that Flash has.
Audio scrubbing in the timeline for proper lip-sync.

Then it becomes the ultimate 2D animation software.

AS definitely scrubs audio, assuming your machine is fast enough (and requirement is true of almost any program which scrubs).

Because of "delays" in playback, scrubbing in the timeline is probably the only way to get accurate positions of keys to the audio.

As far as giving it "All the drawing capabilities that Flash has."... uh can you be more specific? The curves in AS are totally different. AS's strength is that it requires very few points to create smooth animation. Flash in general creates an astounding number of points. Have you downloaded Fazek's tools from the scripting forum? They are wonderful for improving drawing in AS.

Even the new bones in Flash require less points to work effectively. In the tutorials I've seen it is very much like AS. You have to work with points directly rather than just "painting" shapes. Points need to be set up correctly to get smooth controllable bending.

I was thrilled to see that because it's sort of like an "I told you so" for those wanting more Flash like behavior in AS regarding points and drawing in AS compared to Flash. Even the Flash developers couldn't make bones work without needing to reduce the point count in shapes. Especially all the points created in Flash using its "paint" tools.
