Whirlpool / Toilet Flushing - Like effect?

How would I make water swirling around like in a toilet, from a top view? I tried vectors, scatter brush, particles, and even bones (which made a cool effect, but not what I wanted).

Hmm. I might have about 3 rings of water, so a circle in the middle, then a larger ring around that, then a larger ring around that, MAYBE another one around that. They'd look like rings of water. Then I'd make the circle in the middle rotate pretty fast with a loop, then the outer ring rotate a little slower, then the ring outside that one rotate a little slower, and the outermost ring rotate a little slower. Maybe also add a small, very very small and subtle drop shadow to the rings so it looks like the rings are descending from the outside in. This'll give you a nice cardboardy cutout-type effect. Yo could even have the .PNG rings not exactly perfectly round but a little wobbly or watery.
