yes i saw the layer, I just don't completely what you are asking
all i did was, on the "pelvis" layer, I hid the edges at the bottom with the hide edges tool. but now I assume that that is not what you were asking for, so I don't fully understand. So if you could explain what you're looking for a little bit better I will try to help if I can

ok I see what you are talking about now...
Well, it looks like you can easily make it work right if you just do a little bit of tweeking with the points when you move the bone. Do the major bone movements, and then smooth it out with point motion. That's usually how I fix any problems i might have with the waist region. I'm sure someone on here has some magical bone rig that can do it...but I'm not one for complicated rigs myself
