There is a way to se and interact whit all the keyframe in the scene in the timeline.
A sample. I want to move all the keyframe in the timeline to frame+100 so I want to select all a move forward...

If you mean all of the keyframes on different layers then no, not really.
There's the Rescale Keyframes dialog under the Animation menu that would do want you want, but it's non-interactive, so it's a bit clunky and easy to make a mistake.
There's also this script I wrote that can nudge all keyframes to the right of the cursor by a specified amount:

If you just mean on the same layer, then you easily just select all of the keyframes you want to move on the timeline, zooming out or panning if necessary and move them to where you want.
