Newbie: Attaching bones to layers

Hey, I'm working on a school project, and this maker looked pretty easy to use. However, I'm having problems making certain layers of my Greek soldier move with certain bones. The soldier should look like this:

However, when I try to move the bones in the arms, they move like this:

• 

Is there anyway to fix this without any major changes?
