in Gimp you can use the soft glow or in sony vegas you can use glow to create the bloom effect

yup its something like that I use gimp to break up a picture then repaint it. I saw the technique on a blog about how some of the beautiful backgrounds are made in some animes.

Some people may consider it cutting corners but that actually is how they make it

Yeah, for something as brutal and time consuming as animation, cutting corners is well needed when possible.

Kellz, what paint program do you use after you break things apart with Gimp. Any links on tutorials you could recommend? I want to experiment with that technique, but on a more simplified level. Thanks.
