Man, it's been awhile since I've needed help with something. And I'm not even sure if this is possible.
But, can you lock a layer to the camera's movements? So like, when the camera moves up, the layer would move up in sync with it. I'm using Anime Studio 9 (not 9.5)

Doesn't the camera already function this way? Unless I am not understanding your question.

why don't you just make the layer 'immune to camera movements'? that way it will always be in shot regardless...

Keep in mind this option only works for layers on top of the hierarchy, not for layers inside other layers.
