PNG and vector smooth panning and zooming. Help!

Hi everyone!
I have some issues working whith zooming and panning specially whith PNGs files. I mostly have flickers whithin lines or not very smooth renders.
This video was made with a png for the fountain and the stairs with vectors.

Is there a good list of recomendation for this kind of work? I ' ve been looking for it !
Either I would like to use motion blur but I don't reach any good results with the motion blur that comes with AS 9.2.
-The anime project is 1080 HDTV
-The PNG is a Illustrator file 72dpi 8021x4786 px. Antialiasing
