Lock an existing layer to another

I'd like to "lock" the mouth of my character into place on the face, so that when I move the head, the face will move with it. I'm using one of the Anime studio pro's mouths that I imported into the character itself.

Put the mouth layer into the character's bone layer (or head bon layer) and bind it to a bone.

It's in the bone layer, however it still does not move with the character itself.

Look up layer binding in the manual.
