Layer Settings Panel

How can I resize the Layer Settings Panel in Anime Studio Debut 10? When I open it, it is too big for the screen on my Windows 8.1 tablet, and I cannot access the OK Apply and Cancel buttons at the bottom, so no changes I make are applied.

Edit: I just tried rotating the tablet to portrait view and I could then see the whole panel. There are no buttons at the bottom, only the x for closing the panel at the top. Using this closes the panel but does not apply any changes. How can I get round this?

If you press Enter that should close the panel applying the changes.
The official minimum resolution AS needs to run well is 1024x768
