Tutorial Needed - Animating skirt or dress

Hey guys,

Fairly new. I've scoured the internet but can't find a tutorial (video tutorial if possible) of animating a dress or skirt with walk cycle. I know I'm supposed to add bones to the skirt or dress but I don't understand the process.
