Smart Bone problem

I've watched all the smart bone tutorials I could find, searched the forum and read the manual. I still can't get smart bones to work. I must be doing something wrong, but I don't know what. As you can see in the screenshot, I've selected a bone, the Action Window is active, and I'm on the Bone Layer. But the Manipulate Bones tool remains unavailable to me.

The Manipulate Bones tool is disable for Smart Bones, because it was easy to get unwanted keys with it. Use the Transform Bone tool instead.
