Hi there!
Is there a way to activate the 'animated noise effect' in a layer, deactivate it for some time, and then activate it again while the animation is running? I found no way to do this using the timeline or whatsoever.

I think it's not possible. Best way would be to render 2 passes, one with and one without noise, and edit in video editor.
BTW I got nice results with a film grain of my own building, as a video layer set to multiply and about 20%.

Or you could duplicate the layer, one with and one without noise, and swap their visibility or in a switch layer.
