In the first rig, you can bind the eyebrow bone layers to the head bone of the main bone layer.
In the second rig, you can "Use selected bones for flexibinding" to isolate which bones effect which parts.

"Use selected bones for flexibinding" would allow the eyebrow bones to warp more of the face, but might need to either point-bind or separate those parts to their own layers. So I'd opt for the flexibility that would offer.
