Hide leg passing through foot...

Ok, I feel like this is incredibly easy but the solution is eluding me. How do I keep the leg from passing through the foot? I'm assuming the answer is actions, but I need a little guidance on this one. Thanks in advance!

Looks like I should have done the actions before I made the target bones! At least it seems like a solution. Feel free to let me know if there's a better way. Thanks guys!

These ideas crossed my mind: Actions, masking, or binding the offending points to the foot bones.

Simple solution: You could point bind the two points at the bottom of the trousers to the foot bone. That will lock the points to the foot and keep the other points affected by the leg bones.
