Anyone know how this is achieved?

This video shows a Moho character rig where moving the leg target bones also moves the main character "body" bone so that the character can be "walked around" just by using the leg target bones.
The animator doesn't show exactly how this is achieved. Anyone got any clues? Cunning parenting? Smart bones? Embedded script?
I would really love to find out.

You can achieve that effect using control bones. I recorded a video some time ago showing how to do it:
