Where can i hire someone to create a personalised video tutorial.
(besides fiverr)

Basic animation questions with my personal projects. No complex rigging.

I'm a complete beginner. I would rather pay someone for specific tutorials on my own projects than trying to figure it out with the hundreds of videos on youtube.

why do you need a video?

My advice: make a start on your project or even on a "pre-project try-out" with basic shapes... get stuck... ask questions here... get answers for free. Learn by doing.
