I keep trying to do simple jiggling bones but when I try to add additional bones, only about 6 in total, the previous bones stop moving entirely and/or become twitchy and erratic. Sometimes the newly activated ones just wont move either. I don't understand what I'm doing wrong or how to fix it. All the bones are already preset but turning on dynamic bones after about 2 or 3 bones breaks them entirely.

I haven't looked at the file, but as you've discovered, when bone dynamics are enabled, they are always active on any animation frames.
There are two ways to deal with this...
Normally, you should perform your Bones editing on frame 0 because this is the setup frame. If you're new to Moho, I suggest sticking with this practice. I've been using Moho in production for about 10 years, and I still keep my rig editing to frame 0 as much as possible.
But there are situations where you may need to add and edit Bones in an animation frame. In this case, you should deactivate Bone Dynamics by unchecking Enable Bone Dynamics from under the Animation menu. You can re-enable it later using the same menu command.
Tip: When I'm using Bone Dynamics, I typically leave it disabled until I'm ready to render. Otherwise, it can be very distracting when you're animating other things in the project, not to mention, it can also affect UI performance.

I have been rigging on frame 0 is my problem. I'm new to Moho so I don't know how to edit any other way than that. But sometimes the Dynamic bones work up until I try to change the values or turn dynamic bones on on another bone then they go on the fritz. I haven't even started animating, I'm just trying to setup the rig and test it out.
The best I've been able to figure out is it might have something to do with smart bones because If I clear out them on the actions window the bones start working again, but I don't know why. Some of the actions have nothing to do with the bones I want to move dynamically.

To see the most accurate bone dynamics in the workspace, you need to play the timeline from frame 1. Otherwise, it will be erratic, as the dynamics try to calculate from the start frame, instead of the whole range.
