I don't know how they did it, but I tried it out and came up with a simple way to use target bones and be able to lengthen and shorten the bones.
I had never tried it and I've never seen it in any tutorial so I don't know if is very common.

Maximum stretch for bones is quite interesting. But there could be a checkbox to mark values lower than 100%.
We can do this with Dragon Matrix and MR Pose tool, which are external scripts, but it would be interesting to have it native as well.

I also think it's very basic and should be included in native Moho.
I wanted to know how they did it in the video "Afraid of animating too many legs?" because it seems they don't use the script MR Pose tool. I use scripts but I prefer to use native tools as a first option.
