Rotate With Path isn't for bending the item. This option rotates the item to follow the path, and when it is off, the item does not rotate along the path, it just moves.
After you correct the orientation (typically, the item should be in the center of the working area and point to the right,) you can make it bend along the path by Alt-clicking on the path.
If the item is already attached to the path, you can unattach it by going to the setup frame (frame 0), choosing the Follow path tool, and clicking in an empty area. Now you can use Alt-Click to attach the item to the path and have the path bend it. (No need to enable Rotate With Path for this. TBH, I'm not sure what that would do to the bending effect...probably nothing, but I will check now.)*

*Update: Yeah, enabling Rotate With Path does nothing to the bend effect. I would leave it off in case it adds unnecessary processing.
