1.Is it possible to connect a vector-layer to the camera ? Because i´ve a scene in my shortmovie where i want to show a ego-perspective with some elements infront like a egoshooter.
2. Is it somehow possible to animate the order of the layers ? Like the forearm is in front of the Character then behind. Do you have any suggestions how to do that ?

Yes you can set a layer to be "immune from camera movement" in the layer properties.
This should give the effect of this layer "sticking" to the camera. I have only done this once with a background layer for a sort of 3D camera rotation and it worked fine.
My camera was rotated all over the wazoo... and I needed a background vector layer to be "fixed"... setting that layer to ignore the camera movement did the trick.

There is no... layer order animation as such. I have been doing the traditional duplicate and hide technique using copies of layers. Two copies of a layer... in front behind... animate the visibility as needed.
I think there might be a way to do this using layer ordering in the z-axis... changing the depth of a layer in relation to the camera so that a layer moves behind other layers. Requires the 3d camera be checked in the project settings... I only mention this as a theory.
Have not tried this and can't remember anything specific about it.
