I'd recommend downloading the HD movie because it's rich in detail.
I can't conclusively tell what it was done in, but my guess is: Flash, After Effects, maybe Painter or Photoshop. The character animation could easily be done in AS but I'd be curious as to how to do the hair of the main character.
