Hey im pretty new to anime studio. Everytime i make a new vector layer it covers up my old layer. How do i fix this? my old animationms never had this problem

Hey all i need some help with my characters movement. I want him to walk forwar then stop walking then put his arm up. But how do i get him to put his arm up after ges done walking and not while hes walking
