are these layers from a .psd or individual image files?
it also looks as though the original eyes layer has a "group" property -- there's an inverted triangle showing in your first screen grab?? and then again in eyeballs in the second grab???
every layers are bound to bones.
they are all individual images.
i don't think that inverted triangle has anything to do with group property, it opens this menu:

That's just the Quick Settings column showing for the primary selected layer. Confused me too at first. I always use the context menu for that.

yeah - I never use the Quick Settings column either -- (stifles the sigh about the layer window layout...)
i made another file and accidently deleted broken file!

and it's even worse!
when i create new vector inside the character, i can't add points to it
I also have no problems working with that file. However I do notice that you've moved camera (track and zoom) and the pinkman group (scale, position, rotation) on frame 0
Take a look at your Preferences / Layers/objects and if "Auto Center New Layers" is checked this might explain your problems with the first file.
Also in Preferences / Tools - is "Enable drawing tools only on frame 0" checked? Are you trying to add points when not on frame 0???
