Yes put everything in a bone layer and bind the left arm and the man to the same bone. When you move that bone it moves both together.
I still prefer having the extra arm layer AND the ball layer inside the "man" bone layer. It's so easy to just make the ball layer invisible. You just add an extra bone in the man bone layer that isn't part of the rig and bind the ball to that to move it around. You would want a SECOND ball layer for him to catch and hold. An extra ball layer bound to a hand bone that is hidden most of the time. This is all much "easier" to do in one bone layer. Ultimately you need a top level bone layer to link everything anyway.
